Position Description


About Winrock International and the Fisheries Project in Angola:
Winrock International (Winrock) anticipates that it will begin implementing a project to develop the fisheries and aquaculture sectors in Cabinda Province in Angola. This project will start in December 2007 and last until November 2010. In collaboration with established private sector actors and governmental and nongovernmental agencies, artisanal fishermen, fish farmers, and processors will be trained and equipped to increase productivity and the quality of their final products. Developing producer and processor linkages with lucrative markets will be a particular project focus. Primary activities will include: promotional activities to inform potential participants of this business opportunity and of the improved low-cost fishing and processing technologies available; training and organization of fishermen, fish farmers, processors, and equipment manufacturers and suppliers; quality control; and, market development.
Position Summary:
The Chief of Party's primary responsibilities are to plan, develop, and manage all aspects of the project with support from the Deputy Chief of Party and direction from the Headquarters Coordinator, as well as input from stakeholder institutions. S/he will have overall project responsibility, assigning appropriate staff to the project's various technical components (e.g., marine and freshwater fishing, aquaculture, processing, fishing group organization, etc.). S/He will represent Winrock with government and university representatives, partner organizations and businesses, and other local institutions. The position will require frequent travel to project sites within Cabinda Province. Competitive annual salary will be offered.
Major Duties and Responsibilities:
The Chief of Party's tasks and responsibilities will include:

1) Management of all project activities, including direction and supervision of overall project implementation, recruitment and supervision of staff and consultants, timely preparation and submission of all periodic financial and narrative reports, and preparation of work and strategic plans;
2) Management of all project expenses and properties, including maintenance of internal control procedures to ensure that expenses are reasonable, allowable and necessary costs and that project properties and premises are used for project activities;
3) Oversee selection of project sites in fishing communities, fish farming, fish processing and community development.
4) Provide overall leadership for intensive, practical training programs for improved small-scale fisheries management, fish farming, fish processing and community development.
5) Interact with relevant government and academic institutions, as well as the donor, processing their input and maintaining a collaborative relationship;
6) Facilitate networking and linkages among relevant project partners, including local NGOs, businesses, and individuals; and,
7) Represent Winrock in assigned meetings and conferences, maintaining good relations with project partners;
8) Ensure gradual transfer of responsibility for activities to people and institutions in the local private and public sectors.

Position Requirements
Education: MA or MS in relevant field.
Work Experience: Minimum of 10 years experience in the management of economic development projects in Africa, preferably in Angola or other Lusophone countries, including experience with micro/small business development. Past participation providing technical and management support to the fisheries and/or aquaculture sub-sectors a plus.
Knowledge and Skills: Strong management skills, including well developed skills in managing complex institutional relations and interactions among a variety of entities; clear understanding of and an appreciation for the importance of fish and fish products and demand-driven, market-oriented approaches to project implementation. Knowledge of fisheries and aquaculture practices and markets a plus.
Excellent interpersonal and oral and written communication skills in Portuguese. Literacy in English a plus.
Computer literacy, including Word and Excel.
